Until 1 January 2008, training contracts were subject to the employer, exemption from payroll taxes. The Finance Act 2008 has removed this rule, making such contracts in common law exemptions from contributions on low wages. But a system of exemption from the fee "accident" was, however, maintained for job seekers over 45 years and a particular device is also provided to employer groups for the integration and qualification. A decree of June 2, 2009, published in the Official Journal on June 4, specifies the conditions for applying this exemption. It is reserved for groups of employers who receive aid to the personalized support to Employment and organize, under the professional contract, integration pathways and qualification for young people aged 16 to 25 years, left school without qualifications or particular difficulties of access to employment, and job-seekers aged 45 and older.
